BACKGROUND:
Last year the City of Coos Bay moved from a rotation list of local towing companies to a Tow Company of Record to handle all of the City of Coos Bay’s towing needs. A Request for Qualification (RFQ) was established to determine a tow company of record for the City of Coos Bay. After a very comprehensive evaluation and scoring process, a company was identified, and a 12-month contract was awarded.
The 12-contract has now expired requiring City Staff to repeat the RFQ process. City staff contacted the Tow companies in our area and provided them with a new RFQ. The companies were given until December 21st to provide the City of Coos Bay with their proposal and a list of their qualifications.
At the conclusion of the RFQ process, the City of Coos Bay received two proposals from two local tow companies. Staff assembled a team of evaluators, management staff members from the Police Department, the Fire Department and Public Works (these entities are more likely to use the tow services in their day-to-day operations) to review the proposals and score them based off of the criteria set forth in the RFQ.
The results are as such, Mast Bros Tow Company received the top score, and North Bend Towing was second.
At the conclusion of the RFQ process, it is the recommendation of city staff to award the Tow Company of Record for the City of Coos Bay to Mast Bros. It is also the recommendation of staff to award this contract for a 36-month process, as a one-year process is relatively short and the RFQ process is time consuming for staff to put together and evaluate. A 36-month contract is also more consistent with most of the City of Coos Bay’s contracts of this nature. Additionally, one year in many cases doesn’t give the Tow companies enough time to make appropriate changes in order to be better qualified for the next RFQ process.
At the conclusion of the 36 months, it is a recommendation of staff to go back out for proposals by means of a RFQ similar to the one used for this process.
